On page 10 they recommend ownership caps on radio stations, which is part of Mark Lloyd's Unfairness Doctrine. It may not mention "defamation of Islam" but it does express "deep concern in this respect that Islam is frequently and wrongly associated with human rights violations and terrorism". That statement is a thinly veiled reference to Fitna and the Danish cartoons. The resolution also Also "emphasizes that no religion should be equated with terrorism"...
