The late H.R. Gross, Representative from Iowa, once came across the following testimony of an official of the Business and Defense Services Administration.

The official said:

"Because of our industry knowledge and working relationships, BDS can and must be in the position of providing valid criteria directed to the consideration that unless the standards, programs, laws and regulations that are being generated by our government as they apply to business and industry, in its multiple role to perhaps being a polluter at the same time being a supplier of equipment and systems to correct pollution, are clearly prepared and interpreted and in fact within a time frame that can actually be implemented by industry, they serve no useful purpose."
