From the text of the South Carolina proposal:
A CONCURRENT RESOLUTION
REQUESTING THE CONGRESS OF THE UNITED STATES TO CALL A CONVENTION FOR THE SOLE AND EXCLUSIVE PURPOSE OF PROPOSING AN AMENDMENT ON TO THE CONSTITUTION OF THE UNITED STATES TO PROVIDE THAT NO PROVISION OF THE CONSTITUTION SHALL RESTRICT OR LIMIT A STATE FROM ENFORCING FEDERAL LAW WITH REGARD TO IMMIGRATION VIOLATIONS...
It sounds archaic, and it certainly is radical, but if two-thrids of the states agree, then a Constitutional Convention can be called for the purposes of amending the Constitution.
However, the proposed South Carolina resolution's attempt to limit the scope of a Constitutional Convention is meaningless. By its very nature a Constitutional Convention cannot be limited to just a single issue. If two-thirds of the states were to join with South Carolina in their initiative, the likes of Ted Kennedy and John McCain would be handed a clean slate to "fix" all the other "outdated" parts of our Constitution.
The resolution introduced in the South Carolina Senate is titled simply "Immigration." The next hearing in the state senate judiciary committee is scheduled for Tuesday, January 15th. If you are a citizen of South Carolina contact your state representatives now to let them know that a Constitutional Convention is the worst possible solution for solving illegal immigration.
