Congress over the years has interputed the Constitution not as the founders meant, moreover as they want to do to justify and support their reasoning for their actions.

The problem with Article 1, Section 8 is that they use the word "Promote", as in promote the general wellfare, and the arts and sciences. It is, as they would say at Microsoft, a security weakness; it let's viruses in, like collective health care. That language needs to be clarified.
