There's a lot of talk in the mass media about calling a Constitutional Convention, or "Con-Con", to fix various problems, such as the unbalanced trillions of federal budget dollars. These attempts, which are also known as the Convention of States or an Article V Convention, presume that the problem is the Constitution itself and that it therefore must be changed. But if so, why not amend it instead of calling for a convention? And if the Constitution is not the problem, could it be the solution?
